China issues policy paper on Latin America and the Caribbean

(RTTNews) - Ahead of Chinese President Hu Jintao's visit to Latin America and the Caribbean, Beijing released its first policy paper on the region, eyeing closer relations.
Yang Wanming, director-general of the department of Latin American and Caribbean Affairs of the foreign ministry, said on Wednesday that the policy paper was formulated with an aim to "further clarify the goals of China's policy in this region and outline guiding principles for future cooperation."
Wanming claimed that the policy paper impressed diplomats from Latin America and the Caribbean. He promised Chinese help for some less developed nations in the region to relieve them of their debts.
Hu will embark on a ten-day tour to Costa Rica, Cuba, Peru, and Greece on November 16.
The Chinese government released its policy paper on the European Union in 2003 and on Africa in 2006
